Visit Kobe Port Tower, which now hosts a museum with a light-themed exhibition, a shop, and a café and bar with a rotating floor. Start at the observation deck to see the cityscape of Kobe and the surrounding area. There are multiple spots available for photographs of the harbor and skyline.
