Vlore sits at the point where the Adriatic and Ionian seas meet, a geographical fact that shapes almost everything about the city. The bay curves in a wide arc beneath the Ceraunian Mountains, and on clear days the Albanian Riviera stretches southward in a succession of limestone headlands and intensely blue water. It is one of Albania's oldest and most historically significant cities, the place where Ismail Qemali raised the Albanian flag on 28 November 1912 and declared independence from the Ottoman Empire. That moment is commemorated at the Independence Museum, and the date remains central to Albanian national identity. Vlore carries this weight lightly, though. The waterfront promenade, the Lungomare, fills with locals in the evenings in the unhurried way of Mediterranean coastal towns, and the city's character is shaped as much by the sea in front of it as by the history behind it.

The Karaburun Peninsula, which closes off the western side of the Bay of Vlore, is one of the most dramatic pieces of coastline in the Balkans. It is largely uninhabited and accessible only by boat, which has preserved it in a state that feels genuinely remote despite its proximity to the city. The peninsula forms part of the Karaburun-Sazan Marine Park, Albania's only marine protected area, and the waters around it are clear enough to reveal the outlines of submerged rocks many metres below the surface. Speedboat tours departing from Vlore's harbour make their way around the peninsula and into Grama Bay, a sheltered inlet whose sheer walls are covered in ancient inscriptions left by sailors from Greek, Roman, and Byzantine times. The Blue Gem Cave and Haxhi Ali Cave are stops on several of these routes, the latter a sea cave large enough to enter by boat, its interior lit by the refraction of light through the water below.
